State Minister of Defence Ruwan Wijewardene and Secretary to the Ministry of Defence BMUD Basnayake were also present at the occasion.

The foundation stone of this Stupa was laid on 11th October 2014 by Most Ven. Professor Bellanwila Wimalarathene Thero. Under the guidance of Dr. Samadhi Thilakarathne and with financial backing of the University the construction of the Stupa was completed during the month of April. The sacred relics placing ceremony took place on 28th May 2015 under the patronage of the Vice Chancellor.

Religious observances were carried out by Most Ven. Kotugoda Dhammavasa Thero before the unveiling of the pinnacle. Most Ven. Bellanwila Wimalarathene Thero delivered a brief sermon.

Members of the Maha Sangha including the Chief Prelate of Kotte Sri Nagaviharaya Most Ven. Maduluwawe Sobitha Thero, Minister of Buddha Sasana and Religious Affairs Karu Jayasuriya, Minister of Power and Energy Patali Champika Ranawaka, Chancellor of the KDU General Rohan Daluwatte, Chief of Defence Staff, tri forces commanders, Vice Chancellor of the KDU and a large number of distinguished guests were present at the occasion.
