    Decisions taken by the Cabinet of Ministers at its meeting held on 31.07.2018

    1.         Consultancy Services for the repairs to be made at Parliamentary Complex (Document No. 09)

    The Cabinet of Ministers approved the proposal Presented by Prime Minister Ranil Wickramasinghe, to obtain consultancy service from Urban Development Authority to perform repairs at Parliament Complex, considering the recommendation of Staff Advisory Committee of the Parliament.

     

    1. Providing Relief to the house owners who were affected by the water leak in main tunnel of the Umaoya Multi-Purpose Development Project (Document No.11)

    The Cabinet of Ministers approved the proposal presented by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment to continuously to extend the payment of House rent (until providing proper lands to reside) which is being provided to the occupants affected by Umaoya Multipurpose Development Project.

    1. Preparing a Legal Framework for Maritime Security Services for Foreign Merchant Ships by the Sri Lanka Navy (Document No.13)

    The Cabinet of Ministers approved the proposal presented by by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence to regulate the transportation and storage of firearms of Private Maritime Security Services by the Sri Lanka Nave on operational Necessity.

     

    1. Signing the Collaborative Documentation of the Combined Russian – Sri Lankan Working Groups on Military Technology Corporation (Document No. 30)

    In accordance with the agreement signed in 2004, it is proposed to establish a Combined Russian – Sri Lankan Working Groups on Military Technology Corporation. The Cabinet of Ministers approved the proposal presented by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence to sign the document in which the functions and conditions of this combined working Groups.

    1. Widening and Improving the Day Care Centre Facilities for Children (Document No.15)

    The Government has planned to establish 2000 provincial high quality Day Care Centres in collaboration with private sector. Accordingly, the Cabinet of Ministers approved the combined proposal presented by Prime Minister Ranil Wickramasinghe, in his capacity as the Minister of National Policies and Economic Affairs and Hon. Chandrani Bandara, Minister of Women and Child affairs, to create a loan scheme under the “Enterprise Sri Lanka” Project in order to provide funds for the investors to widen and improve day care facilities.

     

    1. Maintenance and Improvement of Provincial Roads (Document No.17)

    The cabinet of ministers has granted its approval for securing 125 USD from International Development Association of the World Bank with the intention of enhancing road management ability of the Road Development Authority and to develop the roads selected. However the cabinet of Ministers approved the proposal presented by Prime Minister Ranil Wickramasinghe, in his capacity as the Minister of National Policies and Economic Affairs to make use of 100 USD out of the allocated amount, for essential maintenances and improvements of provincial roads in all over the Country.

    1. Conduct of feasibility study for the construction of Civil Airport at Digana (Document No.19)

    The cabinet of Ministers approved the proposal presented by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to conduct a feasibility study for the construction of Internal Airport in Digana Maberiyathenna area in Kandy District, in order to operate aircrafts connecting Kandy and other areas in the island. .

    1. Proposed Amendments to the Law of Institute of Valuers of Sri Lanka No 33 of 1975 (Document No. 21)

    The cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass Media to, gazette the bill prepared to update The Institute of Valuers of Sri Lanka Law No.33 of 1975, to meet the present economic conditions and subsequently, present the same in parliament for approval.

    1. Government Revenue and Expenditure Report for the first quarter of Fiscal Year 2018 .

    In accordance with this report the government has expend Rs.403(91% of the expenditure expected) billion during the first quarter of fiscal year 2018. The revenue collected by the government is Rs.469 billion. (90.2% of the Revenue expected). Further 561 projects out of 1354 projects implemented during the first quarter of the year acquired more than 75% physical Progress. The cabinet of Ministers approved the proposal presented by Hon.Managala Samaraweera, Minister of Finance and Mass Media to table these details in the parliament.

     

    1. Improvement of Kuliyapitiya Base Hospital in to Teaching Hospital (Document No 27)

    It has been planned to Improve Kuliyapitiya Base Hospital in to a Teaching Hospital simultaneously to the proposal of establishing new Medical Faculty at Northwest University. Accordingly the proposal presented by Dr. Rajith Senarathne, Minister of Health, Nutrition and Indigenous Medicine was approved by the Cabinet of Ministers.

     

    1. Agreement between Sri Lanka and Morocco Governments to exempt Visa Requirement for Diplomatic, Official and Service Passport holders.

    The cabinet of Ministers approved the proposal presented by Ho., S.B. Navinna, Minister of Internal Affairs, Wayamba Development and Cultural Affairs     to enter into an agreement with Morocco Government to release the Diplomatic, Official and service Passport holders from Visa Requirement.                            

     

    1. Program to provide Middle Class Houses at affordable price. (Document No 32)

    The cabinet of Ministers approved the Proposal presented by Hon.Patali Champika Ranawaka, Minister of Megapolis to implement a housing project (1900 Houses) in Kottawa, Orugodawatta, Anuradhapura, Nuwara Eliya, Awissawella and Horana areas to meet the housing requirements of Professionals and executives.

     

    1. Allocation of Lands for Ambilipitiya Urban Development Project and Urban Park Development (Document No. 35)

    The Cabinet of Ministers approved the Proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to acquire lands for Implementing Ambilipitiya Urban Development Plan.

     

    1. Facilitating Sellakatharagama Pilgrims and Landscape Development Project (document No.36)

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, for securing funds for the above project.

     

    1. Supply of Luxury Buses for Public Transport Services (Document No 37)

    Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to provide loan facilities under the “Enterprise Sri Lanka “ Project, for bus owners in order to encourage them to deploy more comfortable and Secure Bus service.

     

    1. Providing Housing Facilities for Veteran Artists and the Establishment of China-Sri Lanka Museum (Document No. 38)

    The Chinese Government has agreed to grant funds to construct 108 houses for Experienced Artists and to establish a museum to exhibit China- Sri Lanka historical relationship. Accordingly the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to implement these projects under the financial assistance of China was approved by the cabinet if Ministers.

     

    1. Improving the quality of Higher Educational Institutions (Document No 46)

    The Cabinet of Ministers approves the proposal presented by Dr. Wijayadasa Rajapaksha, Minister of Higher Education and Cultural Affairs to draft bills to establish quality assurance and accreditation council in order to ensure the quality and unitary of Higher education.

     

    1. Development of 6 Milk Processing Centres ( Document No.47)

    The cabinet of Ministers approved the proposal presented by Hon. Wijith Wijayamuni Soysa, Minister of Fisheries, Aquatic Resources Development and Rural Development to enter into an agreement with Boccard company in France to develop 6 Milk Processing Centres under the financial assistance of Netixis Investment Bank of France.

    1. Construction of Three Story building at Gonahena Special Task Force Camp.

    The Cabinet of Ministers approved the proposal of Hon. Ranjith Madduma Bandara , Minister of Public Administration , Management and Law and Order to secure further Financial provisions to construct modern three storied building at Gonahena Camp.

    1. Updating National Land Use Policy ( Document No 51)

    The Cabinet of Ministers approved the Proposal Presented by Hon. Gayantha Karunathilaka, Minister of Land and Parliamentary Reforms to amend the National Land Use Policy approved in 2007 to meet the present situation.

     

    1. Expediting the completion of half houses under the “Virusumithuru” Housing Project.

    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing and Constructions to grant government financial assistance to complete 1,649 half houses under the Virusumithur Housing Project and to allocate provisions in this regard.

     

    1. Reestablishment of the Mathara Prison at Kotawilawatta Area (Document No.55)

    The Cabinet of Ministers approved the proposal Presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to secure an amount of Rs. 2,950 million within Medium Term Budget Framework to Reestablishment of the Mathara Prison at Kotawilawatta Area with necessary facilities for 700 inmates.

     

    1. Acquisition of the lands to the National Institute of Education presently nie and Institute of Aesthetic Studies in Meepe Padukka are situated

    The cabinet of Ministers approved the Proposal Presented by Hon. Akila WIraj Kariyawasam, Minister of Education for the acquisition of the land (17.53 Acre) where National Institute of Education is situated , and the land (16 Acre 26 Perches ) where Padukka Meepe the Institute of Aesthetic Studies is situated.

     

    1. Implementation of 13 year Certified Education Program in Government Schools (Document No.58)

    The Cabinet of Ministers approved the Proposal Presented by Hon. Akila Wiraj Kariyawasam, Minister of Education to implement a program to continue the education of Students regardless the results of G.C.E. (O/L) examination as a National Program in 860 Provincial and National Schools island wide from 2019.

    1. Sri Lanka National Youth Volunteer Service (Document No.62)

    The Cabinet of Ministers approved the proposal presented by Hon. Sagala Rathnayake, Minister of Youth Affairs, Project Management and Southern Development to appoint a monitoring committee to take policy dictions with respect to Youth Volunteer Service.

    1. National Trade Negotiation Committee(Document No.67)

    The Cabinet of Ministers approved the proposal presented by Hon. Malik Samarawickrama, Minister of Development Strategies and International Trade to establish a Trade Negotiation Committee consist of 17 representatives who are experts in the relevant field.

    1. Proposed New Program to solve the Human -Elephant Conflict (Document No.68)

    The cabinet of Ministers approved the proposal presented by Field Martial Sarath Fonseka, Minister of Wild Life and Provincial Development to secure provisions to commence and implement proposed new program to solve the Human- Elephant Conflict in year 2018.

    1. Deploying 1,000 Environment Friendly Passenger transport Busses (Document No.72

    The Cabinet of Ministers approved the proposal presented by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation to enter in to an agreement with Hungarian Shepal Holding Company to deploy 250 electric buses and 750 hybrid buses with the assistance of Hungarian Government and Import Export Bank of Hungaria.

    1. Expanding the Ashraff Jetty in Trincomalee Harbour (Document No.77)

    The Cabinet of Ministers approved the proposal presented by Hon.Mahinda Samarasinghe , Minister of Ports and Shipping to commence a project to improve Ashraff Jetty in Trincomalee Harbour.

    1. Construction of Para Clinical Building of University of Peradeniya (Document No.81)

    The Cabinet of Ministers approved the Proposal Presented by Dr. Wijedasa Rajapaksha, Minister of Higher Education and Cultural Affairs to develop the para clinical building which is being built presently at Peradeniya University by adding more 7,200 m2 area.

    1. The impact on obtaining Medicines due to reducing the price of 48 essential Medicines. (Document No 84)

    In accordance with the survey conducted by the National Medicines Regulatory Authority on the impact on reducing the price of 48 essential medicines by the Extraordinary Gazette No.1989/61 dated 21 October 2016, following facts were presented to the Cabinet, by Dr, Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine.

    • The overall use of medicine among the patients has been increased since the patients, who could not use the medicine due to high prices has able to use them due to price reduction.
    • When retail Price regulations are introduced to nearly 280 medicine with trade names, it was hoped that use of high quality medicines may be decreased. however it is revealed that use of trade and innovative medicine has been increased by 600%
    • Accordingly the community of   patients who use these medicine are benefited Rs.4.4 billion from this regulative process

     

    1. Establishment of Walking Lanes with Green Gardens and Green Zones (Document No.85)

    The cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolise and Western Development to implement the Green Garden Program with the coordination of respective Local Government Institutions and the Supervision of Urban Development Authority.
