    Decisions taken by the Cabinet of Ministers at its meeting held on 31.07.2018

    1.      Replacement of Air Force Fire Fighting Unit (Document No. 14)

    The Cabinet of Ministers approved the Proposal presented by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to re-establish the Ari Force Fire Fighting Unit located at D.R.Wijewardena Mawatha in a Land named “Bekariyawatta" situated in Narahenpita and owned by the Government

    1. Establishment of Temperature controlling storage facilities at Dambulla (Document No.16)

    The Government has planned to establish a temperature controlling storage facility in Dambylla to keep fresh farm products reducing post harvest damages. The Combined Proposal Presented by Prime Minister Ranil Wickremesinghe in his capacity as the Minister of National Policies and Economic Affairs and Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to Construct this Stores under the provisions granted by the Government of India, was approved by the Cabinet of Ministers.

    1. Relief for Small Scale Rice Mill Owners (Document No.19)

    The Cabinet of Ministers approved the proposal presented by Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs not to take a legal action against small and middle scale rice mill owners who have failed to refund their bank loans and, to grant them a loan facility through Mill Owners Cooperative Society.

                                       

    1. Establishment of Speech and Hearing Centre and National Cancer Prevention Centre Proposed by the Dialog Axiata Ltd. (Sri Lanka) (Document No.30)

    The Cabinet of Ministers approved the proposal presented by (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to construct a four story building in Narahenpita Area spending Rs 146 million (provided through the Government funds and financial assistance of Dialog Axiata P.L.P) and establish Speech and Hearing Centre and National Cancer Prevention Centre .

    1. Promoting Nutrition of meals by adding Iron and Folic Acid to minimize Anaemia (Document No.31)

    The Cabinet of Ministers approved the proposal presented by (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to establish a committee to conduct studies and report regarding the implementation of a program to add Iron to Rice and Wheat Flour in order to minimize Anaemia.

    1. Construction of New Building for National Medicines Regulatory Authority (Document No.32)

    The Cabinet of Ministers approved the proposal presented by (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to allocate 27.24 peach land in Thimbirigasyaya area to establish head office and Quality Security Laboratory of National Medicines Regulatory Authority.

     

    1. Construction of Modern Store Building with high capacity for Medical Supplies Division  (Document No.33)

    Medical Supplies Division of the Ministry of Health Nutrition and Indigenous Medicine has 30 Stores and 06 Distributing Units in Wellawatta Area. It has been identified that this capacity is insufficient for the proper functioning of Medical Services. Hence, the Cabinet of Ministers approved the proposal presented by (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to construct a building with Rs.2,255 million investment, within 4 acre land in the premises of National Hospital for Respiratory Diseases, Welisara.

     

    1. Amendment of the Name of Sri Lanka Land Reclamation and Development Corporation as “Sri Lanka Land Development Corporation” (Document No.38)

    Colombo District (Low-lying Areas) Reclamation and Development Board was established by the Act No 15 of 1968. The name was amended as “ Sri Lanka Land Reclamation and Development Corporation” by the Amendment Act No 52 of 1952. Since the activities of the corporation contribute to all the development activities of the country, the cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranwaka, Minister of Megapolis and Western Development to amend the name of Sri Lanka Land Reclamation and Development Corporation as “Sri Lanka Land Development Corporation”.

    1. Amendment of Sri Lanka Electricity Act  (Document No.43)

    The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Siyambalapitiya Minister of Power and Renewable Energy, to gazette the drafted bill to amend Sri Lanka Electricity Act No 20 of 2009 amended by the act No 31 of 2013, with the intention of avoiding difficulties in the process of purchasing electricity generated by renewable Energy Sources and to submit for parliament approval consequently.

    1. Implementing “Diyawara Neyo” Mobile Service and Rapid Irrigation Maintenance Program. (Document No.44)

    It has been proposed to implement “Diyawara Neyo” mobile service with the labour contribution of Farmers to reconstruct wreaked cannels, and providing solutions for existing matters in Irrigation Systems, in order to make 2018/2019 Maha Season successful. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Dumind Dissanayaka, Minister of Irrigation & Water Resources and Disaster management to implement an expeditious maintenance Program to resolve the problems in irrigation systems and to conduct mobile services in Regional Irrigation Engineering Territories with the contribution of Farmers and Public Representatives.

     

    1. Enhancing Training Facilities of Sri Lanka Police Special Task Force Training School in Katukurunda. (Document No.49)

    The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Madduma Bandara, Minister of Public Administration management and Law and Order to construct a Modern Abseiling Tower at Sri Lanka Police Special Task Force Training School in Katukurunda.

     

    1. Development of Remand Prison Wariyapola (Document No.53)

    It has been identified that the Wariyapola Remand Prison which detains nearly 500 daily, does not have sufficient space and accordingly the cabinet of Ministers approved the Proposal Presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms for making provisions within Medium Term Budgetary Framework to develop the Remand Prison in Wariyapola.

     

     

     

     

     

    1. Project to Establish Bogambara Prison in Pallekele (Document No.54)

    Botambara Prison was re-established in Pallekele in the year 2013 and there are many essential development activities remaining unfinished and not started up to now. Therefore the Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala , Ministr of Justice and Prison Reforms to take action to provide essential requirements as the 2nd phase of this project

     

    1. Regional Development Assistance Project (Document No.56)

    1,214 sub projects were successfully accomplished under USD 106 investment to develop economic conditions of 101 Local Government Institutions in Northern, Eastern, North-Central, Northwestern and Uva Provinces. It is identified that, more infrastructure facilities are needed to further expansion of economy and to minimize poverty. Accordingly, the Cabinet of Ministers approved the proposal presented by Hon. Faiszer Musthapa, Minister of Provincial Council Local Government and Sports, to implement a Regional Development Assistance Project, covering 34 Local Government Institutions in northern province, 45 in Eastern province, 27 in North Central Province and 28 in Uva Province, under the subsidies provide by European Union (Euro 22.5 million) and World Bnk Loan aids (USD50 million)

     

    1. Establishment of Research and Training Institute for Beekeeping (Document No.59)

    Nearly 1000 farmers were trained and provided Bee Boxes under the project of establishing 200,000 Beekeeping units. Accordingly the cabinet of Ministers approved the proposal presented by Hon.Daya Gamage, Minister of social welfare and primary industries to establish a Research and Training Institute for beekeeping in Dambethenna Grama Niladhari Division as a combined project of Ministry of Agriculture and the Ministry of Social Welfare and Primary Industries, in order to provide 200,000 Employment Opportunities and Income sources.

     

    1. Transferring the ownership of Mahaoya Aralagnwila Road to Road Development Authority (Document No.61)

    Mahaoya – Aralaganvila road (23 km) runs through a land is owned to the Department of Forest and Wildlife conservation, and developed as a carpeted Road later. The road is not in a good condition, since the maintenance of the road is not assigned to any authority. Considering these facts, the proposal presented by Hon.Daya Gamage, Minister of Social Welfare and Primary industries to assign the ownership of this road to Road Development Authority was approved by the Cabinet of Ministers.

     

    1. Procurement for supplying 13,000 Vials of Tenecteplase Injection 40 mg (Document No.70)

    The Cabinet of Ministers approved the proposal presented by (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to award the procurement of supplying 13,000 Vayales of Tenecteplase Injection 40 mg (use to save heart patients) to Boehirnger Ingelheim India Private Limited for Rs.5.525 million.

     

    1. Purchase of cloth (Sarees) for Dhamma School Teachers’ Uniform (Document No.71)

    The Cabinet of Ministers approved the proposal presented by Hon. Gamini Jayawickrama Perera, Minister of Buddha Shasana to purchase 64,000 sarees for the year 2018 ( for Dhamma school Teachers) from the Department of Textile Industry for Rs. 103.04 million .

     

    1. Water Supply Project Bingiriya – Udubaddawa – Phase 1 (Document No.75)

    Biyagama-Udubaddawa Water supply project was proposed to provide pipe water for 76 Grama Niladhari Divisions in Kuliyapitiya East, Udubaddawa, Pannala and Bingiriya Divisional Secretariat Areas. The first phase of this project is to Construct a pump house to pump 36,500m3 of unpurified water per day and to produce 34,500 m3 of purified water per day. People in 33 Gram Niladhari Divisions within pannala,Makandura, Kuliyapitiya, Kuliyapitiya and Udubaddawa Divisional Secretariat areas. The cabinet of Ministers approved the proposal presented by Hon.Rauf Hakeem, Minister of City Planning and Water Supply to issue request for the proposal from Budapest Waterworks Zrt and Humgarian Water Cluster.

    1. Fertilizer Procurement 2018 (Document No.80)

    The cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to award the procurement of purchasing Chemical Fertilizer required by the Lanka Fertilizer Company ltd and Colombo Commercial Fertilizers ltd., as follows.

    • 30,000 metric tons of Urea from Liven Agrichem International Pvt. Ltd at the rate of USD 292.38 per 1 metric ton.
    • 3,000 metric tons of Muriate of Potash from Atricultural Resourses and Investment Pvt.Ltd at the rate of USD 317.75 per 1 metric ton.
    • 15,000 metric tons of Triple Super Phosphate from Golden Barley International Pvt. Ltd. at the rate of USD 324.30 per 1 metric ton

     

    1. Awarding Consulting Contract for supervising 25 Bridges Reconstructing project (Document No.84)

    The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hasheem, Minister of Highways and Road Development to award the consulting contract for supervising the constructions of two contract packages to rebuild 25 bridges , to the joint venture established by Dr. Nabeel Abdul Raheem Consultants (NARCO) with Resources Development Consultants (Pvt)Ltd. for an amount of Kuwaiti Dinar 118,440 and Rs 169.2 million.

     

    1. Purchasing 750 Jeeps for Sri Lanka Police (Document No.85)

    The Cabinet of Ministers Approved the Proposal Presented by Hon.Ranjith Madduma Bandara, Minister of Public Administration, Management and Law & Order, to purchase 600 jeeps for Sri Lanka Police and 150 Jeeps for Police Special Task Force, in order to improve their service provided to the public.

    1. Call for bids from expert International Petroleum Companies for Petroleum Exploration, Development and Production activities in Kaweri Basin in Mannar (Document No.86)

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranatunga, Minister of Petroleum Resources Development to call for bids from international Petroleum Companies to explore, Develop and Production of Petroleum in areas where petroleum is expected in Mannar and Kaweri Area.

    1. Declaration of Madu Church area as a Sacred Area and Decvelopment (Document No.90)

    The Cabinet of Ministers approved the Proposal presented by H.E. the President Maithripala Sirisena, to declare the area of Maud church as a Sacred Area and to launch special Development Projects in Madu Church area including the development of Transport and road facilities, drainage system and Sanitary Facilities and by supplying accommodations, Rest Houses for pilgrims.
