Mr. Jayantha Dhanapala, Presidential Advisor on International Affairs and former Under-Secretary-General, United Nations will deliver a keynote Address at the event.
The panelists will include Prof. Mohan Munasinghe, Chairman, Munasinghe Insitute for Development, Mr. Upul Jayasuriya, former President, Sri Lanka Bar Association, Prof. Savitri Goonesekere, Emeritus Professor of Law, University of Colombo and Mr. Shiral Lakthilaka, Coordinating Secretary to the President.
The 19th Amendment has resulted in the transformation of the Presidential form of government to a Presidential-Parliamentary system of government, striking a balance between the executive the legislature. The 19th Ammendment restored the 17th Amendment to the Constitution by reversing the centralization of power that occurred with the passing of the 18th Amendment.
The event focuses on the space created by 19th Ammendment for further strengthening of democracy in Sri Lanka in line with universal human values and rights upheld by nations around the World.
