The purpose of the overall program is to connect rural hub GN divisions to the adjacent socio economic centers in Southern Province, Sabaragamuwa Province, Central Province, North Central Province, North Western Province and Kalutara District of Western Province through five projects.

The rural hubs are selected based on the population, development potentials and the distance to trunk roads. National roads, provincial and local authority roads including feeder roads will be rehabilitated to ensure the connectivity to the selected rural hubs.

In addition, the program is focused on enhancing the capacity of road agencies on road asset management, project management and contract administration.
