    Decisions taken by the Cabinet of Ministers on 13.03.2023

     

    1. Taking over the management of Ridiyagama Rehabilitation Center under the Central
    Government


    The Ridiyagama Rehabilitation Center in Ambalantota was established in 1975 under the
    Department of Social Services and in 1990, it was assigned to the Social Affairs Division of the
    Southern Provincial Council. There are currently 576 inmates in this center while the center has
    been built to house around 450 inmates only. For this reason they have to face a difficult and
    miserable living condition. Based on the orders given by the court, inmates from different parts of
    the island are detained in this center. Taking these facts into account, it has been recognized that it is
    more appropriate to manage the center under the central government as a national level center
    instead of being controlled by the Southern Provincial Council. As such, Cabinet of Ministers
    approved the combined proposal presented by the Hon. President in his capacity as the Minister of
    Women, Child Affairs and Social Empowerment and the Minister of Justice, Prison Affairs and
    Constitutional Reforms to assign the Ridiyagama Rehabilitation Centre to the Department of Social
    Services.


    2. Pilot project to install Floating Solar Panel Power Plants on the surface of Kiriibban Wewa
    reservoir and Chandrika Wewa reservoir in the Ratnapura District.


    Under the Framework Convention on Grant Aid signed between the Republic of Korea and Sri
    Lanka in 2009, the Minister of Trade, Industry and Energy of the Republic of Korea has agreed to
    provide a grant amounting 6.83 Billion Korean Won for the implementation of a pilot project to
    install floating solar panel power plant with 1 MW capacity on the surface of reservoirs. Korea
    Institute for Advancement of Technology is acting as the monitoring agency for the pilot project on
    behalf of the Korean government. Accordingly the Cabinet of Ministers approved the proposal
    presented by the Minister of Power and Energy to sign the discussion paper between the Korea
    Institute for Advancement of Technology, the Ministry of Power and Energy and the Department of
    External Resources to start and implement this pilot project according to the agreement reached.

    3. Orders under the Employees; Trust Fund Act No. 46 of 1980


    The Employees; Trust Fund Orders made under the Employees; Trust Fund Act No. 46 of 1980 have
    been published in Government Gazette No. 125 dated 23.01.1981. The said orders have been
    revised by the orders published in the Extraordinary Gazette Notification No. 2311/39, on
    22.02.2022 and the Cabinet of Ministers approved the proposal presented by the Hon. President in
    his capacity as the Minister of Finance, Economic Stabilization and National Policies to present
    these revised orders in parliament for approval.

     

    4. Draft Bill on the Protection of the Rights of Persons with Disabilities

     

    Sri Lanka has signed the United Nations’ Convention on the Rights of Persons with Disabilities
    (CRPD) in the year 2016. In terms of the Article 4 of the said convention, the states undertake to
    ensure and promote the full realization of all human rights and fundamental freedoms for all persons
    with disabilities without discrimination of any kind on the basis of disability and a committee
    comprised of parliamentarians has been appointed to prepare a preliminary draft in this regard.
    Accordingly, the joint resolution furnished by the Hon. President as the Minister of Women, Child
    Affairs and Social Empowerment and the Minister of Justice, Prison Affairs and Constitutional
    Reforms for the introduction of a new act by repealing the Protection of the Rights of Persons with
    Disabilities Act No. 28 of 1996 and for directing Legal Draftsman to draft a new act for the purpose
    based on the preliminary draft bill forwarded by the above Committee was approved by the Cabinet
    of Ministers.


    5. Amendment of the Carriage by Air Act No. 29 of 2018.

     

    Approval of the Cabinet of Ministers was granted at their meeting held on 22.08.2022 for the
    modification of legal framework in regard to the security of the local aviation service, confirmation
    of the security of the passengers as well as the amendment of the Carriage by Air Act No. 29 of 2018
    for the identification of responsibility limitations applicable to local aviation services. Accordingly,
    clearance of the Attorney - General has been granted for the draft bill of Carriage by Air (Amended)
    Act. The Cabinet of Ministers approved the proposal submitted by the Minister of Ports, Shipping
    and Aviation to publish the said draft bill in the government gazette notification and to table the
    same in the Parliament subsequently for its approval.


    6. Anti – Corruption Draft Bill

    Approval of the Cabinet of Ministers was granted at their meeting held on 18.07.2022 for the
    preparation of the Anti – Corruption draft bill. Clearance of the Attorney – General has been granted
    for the said draft bill prepared by the Legal Draftsman. Accordingly, approval of the Cabinet of
    Ministers was granted for the proposal submitted by the Minister of Justice, Prison Affairs and
    Constitutional Reforms to publish the anti – corruption draft bill on the government gazette
    notification and furnish the same to the Parliament for its approval.
