1. Awarding a new house as the grand price in ‘Sevana” Lottery Draw.
Considering the practical issues encountered in the process of providing a new house as the grand price in ‘Sevana’ Lottery draw the cabinet of ministers approved the proposal presented by Hon. Minister of Finance to award winner the amount allocated for the grand price subject to present levies.
2. Implementation of Responsibility Management Activities
The cabinet of Ministers approved the proposal presented by Hon. Minister of Finance for the issuance of Samurai Bonds worth US$ 500mn (JPY 60bn) with 10-year maturity period in accordance with the recommendation of Financial Board of the Central Bank of Sri Lanka and to appoint Mizuho Securities Company Ltd., SMBC Nikko Securities Inc. and Mitsubishi UFJ Morgan Stanley Securities Co. Ltd as Joint Lead Arrangers.
3. Memorandums of Understanding between the University of Colombo and foreign universities/higher education institutions on Cooperation in the field of higher education
The Cabinet of Ministers approved the proposal presented by Hon. Minister of City Planning, Water Supply and Higher Education regarding the bilateral Memorandums of Understanding with University of Zurich in Switzerland, Hubei University and Xinhua Universities in China in order to develop educational cooperation in the field of higher education.
4. Formation, supply and establishment/construction of Municipal Solid Waste Disposal Facility (Arywakkalu)
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to allocate 10% of the contract value alias US$ 9,048,225.92 and Rs.162,293,621.11 for unexpected expenditures during the construction, Implementation and maintenance of this project.
5. Providing a land in Kottawa for a Mixed Development Project on 99-years lease basis.
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to provide an allotment of land, 1 acre 1Rood 19.40 Perches in extent and bounded by the High Level Road, Kottawa, to Richard Peiris Distributors Ltd of No.310 High Level Rd, Maharagama, Nawinna on 99 years lease basis.
6. Gampaha “Siyatha” Wetland Park
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to develop an abandoned paddy field of 16 hectares as a Wetland Park and to allocate 10% of the lands acquired for this project to for those who lost their lands due to the project.
7. Instructional Meeting of regional specialists on Investment Promotion for Sustainable Agricultural Development: Government Private Farmers Participation
The Cabinet of Ministers considered the facts presented by Hon. Minister of Rural Economic Affairs, Irrigation, and Fisheries and Aquatic Resources Development regarding the Instructional Meeting of regional specialists on Investment Promotion for Sustainable Agricultural Development which is to be held in Sri Lanka from 23rd to 25th October 2019.
8. Asia Pacific Regional Annual Symposium on Express Mail Service
The Cabinet of Ministers approved the proposal presented by the Hon. Minister of Postal Services and Muslim Religious Affairs to get approval for holding the above seminar in Sri Lanka in 2020 instead of in 2019.
9. National Hindu Council of Sri Lanka
The Cabinet of Ministers approved the proposal presented by Hon. Minister of National Integration, Official Languages, Social Progress, and Hindu Religious Affairs to establish the “National Hindu Council of Sri Lanka”.
10. Marine Rescue Coordination Centre
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Defense to establish a Marine Rescue Coordination Centre in Sri Lanka by Bharat Electronic Limited (BEL)- India using 06Mn Grant by the Government of India.
11. Purchasing Motorcycles under National Competitive Bidding for enhancing the Capacity of Sri Lanka Police in accordance with 2017 Budget Proposal 400.
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Defense to purchase 480 Motorcycles (125cc) worth Rs. 322,650/- each from Devid Peiris Motor Company Lanka Ltd.
12. Contract for Maintenance, Repair and Overhaul of Sri Lanka Air Line’s CFM56-5B Aircraft Engines for the period of 15th August 2019 to 31st December 2023
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Defense to award this contract to GE Engine Services, LLC (GE) selected by limited competitive bidding process for US$ 57,785,317.
13. Contract of proposed building for South Eastern University of Sri Lanka
The Cabinet of Ministers approved the proposal presented by Hon. Minister of City Planning, Water Supply and Higher Education to award the construction contract of proposed Building Complex for Staff Quarters for Academic and Non Academic Staff at South Eastern University of Sri Lanka to Naseeha Hardware and Constructions for Rs. 272.1 million.
14. Procurement under re-ordering for the supply, handing over, installation and operating of 14 Phacoemulsification equipment.
The Cabinet of Ministers approved the proposal presented by Hon .Minister of Health, Nutrition and Indigenous Medicine to award this Reordering contract to M/s Dlmege Forsyth & Co. Ltd., the original contractor by increasing the total cost, insurance and transport cost.
15. Green Power Development and Energy Efficiency Improvement Investment Program – Construction of Primary Substations
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Power Energy and Business Development to award the construction contract of 33/11 kv Primary Substation under the Tranche 2 Package 05 of this project to Siemens Ltd. in Consortium with Dimo (Pvt) Ltd. of No. 36, Kinsey Rd, Colombo 08.
16. Consultancy services for the Feasibility Study and Detailed Design Plan of Kandy Suburb Railway Project
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Transport and Civil Aviation to award this contract to IDOM consulting, Engineering, Architecture, S.A.U. (SPA) and Saman Corporation (KOR) joint venture and Sub Consultant Resources Development Consultants Ltd. (SRI).
17. Pilot study on the feasibility of implementing new labor force standards adopted by the 19th International Conference of Statisticians on Labor Statistics.
The Cabinet of Ministers approved the proposal presented by H.E. the President upon the request of Non-Cabinet Minister of Economic Reforms and Public Distribution to conduct this pilot study through the Department of Census and Statistics,using World Bank financial grant of US$ 212,000.00.
18. The second Integrated Road Investment Program funded by the Asian Development Bank – awarding 11 Civil Work Contract Packages in Nothern Province.
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Highways, Road Development and Petroleum Resources Development to award 8 packages out of 11 Packages for Rehabilitation / Improvement of Rural Roads in the Northern Province to Mega Engineering (Pvt) Ltd.,and to award 2 packages to China National Technical Import and Export Corporatio (China) in Joint Venture with R.R. Construction (Pvt) Ltd and one package to Chana State Construction Engineering Corporation Ltd. China.
19. Long-term contract for the import of consolidated shipments of Petrol (92 Unl) and Petrol (95 Unl) within period of Nine Months from the 15th October 2019 to 14th July 2020.
The Cabinet of Ministers approved the proposal presented by Hon. Minister of Highways, Road Development and Petroleum Resources Development to award this contract to M/s Vitol Asia Pte.Ltd., Singapore as recommended by the cabinet appointed special procurement Committee.
20. Committee Stage Amendments to the Financial Act - 2019
Carbon Tax is imposed on Motor vehicles under the Financial Act No 35 of 2018. It has been decided to change the basis of the carbon tax due to various reasons. Accordingly the cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to instruct legal draftsman to draft necessary amendments enabling the necessary amendments to be introduced at the Committee stage of the Draft Bill.
21. Passing the National Innovation Agency establishment Act.
The Cabinet of Ministers approved the proposal presented by H.E. the President to gazette the bill prepared by the legal draftsman to establish National Innovation Agency Act in all three languages and present the same for parliamentary approval consequently.
22. Commencement of a lottery by the name “Daru Sampatha” and credit the income to the National Trust Fund – Protect the Children.
The Cabinet of Ministers approved the proposal presented by H.E. the President to introduce “Daru Sampatha” Lottery as a weekly draw lottery and to credit the surplus income monthly to the National Trust Fund- Protect the Children, after recovering the costs.
