- Revising implementation period of the second National Action Plan of the Open Government Partnership – Doc 07
The Open Government Partnership is a multilateral initiative that is aimed at securing a concrete commitment from the Governments on policies to promote transparency, empower citizens, fight corruption and harness new technologies to strengthen governance. Under the Open Government Partnership (OGP), all the participating countries are obliged to develop an Action Plan inclusive of their voluntary commitments spanning for 02 years. Approval of the Cabinet had been granted previously for the implementation of the First 02 year Action Plan of the OGP (2016-2018) of the Government of Sri Lanka. The Cabinet approval has been granted for the Second stage which was planned to be implemented with the participation of Government Sector from 31.10.2018 to 30.09.2020. H.E. the President Maithreepala Sirisena informed the Cabinet of Ministers that this implementation period was amended as 01.03.2019 to 31.08.2021.
- Implementation of the Second Stage of - “Virusara Privilege Card” – Doc 13
In addition to present “Virusara Privilege Card” holders, the Cabinet of Ministers approved the proposal presented by H.E. the President Maithreepala Sirisena, in his capacity as the Minister of Defense to issue "Virusara Privilege Cards" to present and ex- Officers in Tri Forces/Police and Civil Defense Force who engaged in their duties during 1983-2009 period. And for the dependants of diseased or missing Civil Officers attached to above institutions and to Civil Officers disabled during this period.
- German Financial Cooperation for strengthening National Natural Disaster Insurance Scheme. – Doc
National Insurance Trust Fund has commenced an insurance scheme to cover all the house owners in the island. Credit Institute for Reconstruction (kfu) bank and Insurance Development Forum in Germany have agreed to provide technical assistance worth of Euro 2.5 million. The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance to enter in to agreements in this regard.
- Conversion of Vavuniya Campus of the University of Jaffna in to University of Vavuniya – Doc 23
The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning , Water Supply and Higher Education, to convert the Vavuniya campus of the University of Jaffna in to University of Vavuniya.
- Development of waste water collecting, cleaning and disposal systems in Polonnaruwa and Batticaloa Doc -26
The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning , Water Supply and Higher Education to conduct Feasibility studies on implementing proposed waste water collecting, Cleaning and disposal system in Thamankaduwa Divisional Secretariat in Polonnaruwa District and developing proposed waste water collecting, Cleaning and disposal system in Manmunai South Divisional Secretariat in Batticaloa District.
- Implementation of the second phase of medical faculty construction project in the University of Sabaragamuwa Doc-27
The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning , Water Supply and Higher Education to implement the second phase of medical faculty construction project in the University of Sabaragamuwa during 2020-2021 period using a loan facility provided by the Saudi Development Fund.
- Ruwanwella Water Supply Project – Doc 28
The Cabinet of Ministers approved the combined proposal presented Hon.Ranil Wickramasinghe Minister of National Policies, Economic Affairs, Resettlement and Rehabilitation, Northern Development and Youth Affairs and Hon. Rauff Hakeem, Minister of City Planning , Water Supply and Higher Education to implement this project in 2019 by providing estimated amount for the constructions of Imbulana, Kannathota, and Panapitiya reservoirs from the treasury.
- Continuation of urban regeneration Project in Colombo Doc-38
The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to build 2,272 houses in Maligawatta Railway Dept. Land,Apple Watta in Keththaramaya, Kimbula Ela in Blumendal and Irrigation Department Land in Rathmalana under the loan scheme of Asian infrastructure investment bank.
- Reconstruction of Kudawilachchiya and Dematagala Wewa Doc-42
The Cabinet of Ministers approved proposal presented by Hon. P. Harrison, Minister of Agriculture, Rural Economic and Livestock Development to accomplish reconstructions of Kudawilachchiya wewa with Rs.10000 million within 3 years and to accomplish Dematagala Wewa reconstructions and Hewanella Anicut and Feeder Channel with Rs. 724 million investment.
- Time extension for the feasibility study of Cocoa Development project in Hambangt
The Cabinet of Ministers approved the proposal presented by Hon. Sagala Ratnayake, Minister of Ports, Shipping and Southern Development to extend the period allocated for the Feasibility Study by six months.
- Revision of Official Language Commission Act No 18 of 1991 Doc -53
The Cabinet of Ministers approved the proposal presented by Hon. Mano Ganeshan, Minister of National Integration, Official Languages, Social Progress and Hindu Cultural Affairs to amend the Official Language Commission Act No 18 of 1991 to empower the commission as necessary.
- Awarding the Consultancy Service Contract of the 1st phase of Kalu River Water Supply widening Project - Doc 55
The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning , Water Supply and Higher Education to award this Consultancy Service Contract to the joint venture made by M/s Nishon Studio Consultations Co. Ltd in Japan with M/s TEC International Co. Ltd in Japan, Seawater Consultants company Pvt. Ltd and Resource Development Consultants company Ltd. in Sri Lanka for Japanese yen 558.2 million and Rs. 773.19 million.
- Purchasing 02 Digital Fluoroscopy Equipments used to detect diseases related to blood vessels Doc – 57
The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne , Minister of Health, Nutrition and Indigenous Medicine to purchase 02 digital fluoroscopy equipments from Dimo company Pvt .Ltd for Rs. 1.1 million and to award the 5 year maintenance and service contract for Rs. 35.8 million at the end of 2 year warranty period.
- Purchasing Trastuzumab Injection 440 mg 20 ml Solvent Vials that used as a cancer treatment

The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne , Minister of Health, Nutrition and Indigenous Medicine to award the procurement of purchasing 1,875 vials of Trastuzumab Injection 440 mg with 20 ml Solvent vials to Medmart Farma Pvt. Ltd for Rs.89.7 million.
- Purchasing 29 Phacoemulsification Equipments that used in eye lens transplant surgery
The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne , Minister of Health, Nutrition and Indigenous Medicine to award the procurement of purchasing 29 Phacoemulsification Equipments to M/s Delmage Forsyth & Co. Ltd for USD 1.18 million and enter into a 5 year service and maintenance contract with same company that payable Rs. 937,850/- per each equipment , commencing at the end of two year warranty period .
- Purchasing MRI Scan Machine for Jaffna Teaching Hospital - Doc 60
The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne , Minister of Health, Nutrition and Indigenous Medicine to purchase MRI machine from DIMO Company PVT.LTD for USD 1.65 million and Rs/44.85 million and enter in to 5 year service and Maintenance Contract commence at the end of two year warranty period with the same company for Rs. 296,231/-
- Enhancing the Ceylon Electricity Board's Distribution Network – No 61.
The Cabinet of Ministers approved the proposal presented by Ravi Karunanayaka, Minister of Power , Energy and Business Development to purchase items in Package 5 and Lot 5 of the project from M/s Leader Cable Industry Berhad for USD 3.17 million and Rs.9.43 million.
- Planning and Construction of Flyover in Kohuwala and Getambe Doc 62
The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hashim, Minister of Road , Road Development and Petroleum Resourced Development to award this contract to Betonutepito Compaby Pvt Ltd in Hungary for Rs. 52 million and enter into necessary loan agreements.
- Publishing forbidden organizations - Doc 64
H.E. The president Maithreepala Sirisena informed the cabinet of Ministers that in accordance with the powers vested in H.E. the President, the organizations National Tawheed Jamat , Jamathei Milathu Ibrahim and Vilayat Us Seilani are banned in Sri Lanka and respective Extraordinary Gazette No 2123/2 has been issued on 13.05.2019.
- Postponement of 18th conference of the Convention on International Trade in Endangered Species of Wild Fauna and Flora Partners which is to be held in Colombo - Doc 65
Hon. John Amaratunga, Minister of Tourism Development, Wildlife and Christian Cultural Affairs informed the Cabinet of Ministers that the CITES CoP 18 which was planned to be held at Bandaranayake Memorial International Conference Hall ,Colombo in May and June 2019.

The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne , Minister of Health, Nutrition and Indigenous Medicine to enter into an agreement with the Government of China to accept the grant of 8 Mobile ambulances for Early detection of Kidney disease.

The Cabinet of Ministers approved the proposal presented by Hon. Mano Ganetion , Minister of National Integration, Official Languages , Social Progress and Hindu Cultural Affairs to name the 3rd of June as the Official Languages Day and to carry out programs during the following week with contribution of public and non-public sector, aiming at effective implementation of Official Language Policy
- Implementing the recommendations of Committee of Ministers to ensure continuous supply of electricity - Doc 71
The cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe, to purchase electricity at a price of Rs. 26.20 per Unit from 200 MW Power Plant to be established in Kelawarpitiya, for 6 months from June 2019 and from 200 MW Power plant in Galle for 9 months from September 2019.

The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramasinghe to provide compensations for damaged Mosques using the same procedure compensations were provided for the damages caused by Easter Sunday attack.

The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera Minister of Finance and Hon. Ranjith Madduma Bandara Minister of Public Administration and Disaster Management to implement this project using Rs.400 million provisions allocated for the Ministry of Public Administration and Disaster Management.

The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing, Constructions and Cultural Affairs to secure funds for the implementation of 'Swashakthi' human development special program by the Urban Colony Development Authority with the coordination of 'Seth Sarana' Social Service Institution.
