    Decisions taken by the Cabinet of Ministers at its meeting held on 19.06.2018

    June 20, 2018

    1.      “Secured Transactions” Bill   (Document No. 08)

    Approval of Cabinet of Ministers has been granted to repeal the Secured Transaction Act No 49 of 2009 and draft a new bill facilitating small and medium scale entrepreneurs to obtain loans providing most of their assets as securities. It has been proposed to amend Prescriptions Ordinance, Trust Receipt Ordinance, Pawnbrokers Ordinance, Finance Leasing Act No 56 of 2000, Inland Trust Receipts Act No.14 of 1990, Companies Act No 07 of 2007 and Registration of Documents Ordinance simultaneously the proposed bill. Cabinet of Ministers approved the proposal of Hon.Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs to amend the aforesaid acts and to table the drafted bills in Parliament.

     
    • Developing 06 small scale milk processing Centres. (Document No.10)

    Cabinet of Ministers approved the proposal put forward by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs to establish 30 collecting centres and 6 Milk Processing Centres in Kaduwela, Aththanagalla, Polonnaruwa, Batticaloa, Wariyapola and Wennappuwa with the intention of increasing income by enhancing fresh milk processing in rural area.

    1. Promotion of Internal Aviation Services (Document No.11)

    Five institutions have put forward their proposals to Internal aviation services and a committee consist of the Chairman of National Agency for Public Private Partnership and Managing Director of Airport Aviation Services Sri Lanka Limited has evaluated the same. Cabinet of Ministers approved the combined proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs and Hon. Nimal Siripala de Silva,Minister of Transport and Civil Aviation to call applications from respective institutions, to obtain operating licence subjected to the recommendations of said committee.

    1. Bilateral Talks between Sri Lanka and Thailand on Aviation Services (Document No.13)

    Cabinet of Ministers approved the proposal made by   Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation, to enter in to an formal agreement on Aviation Services and execute the same, according to the agreement made between Sri Lanka and Thailand in Civil Aviation Summit 2017.

     Revision of Ports & Airports Development levy with respect to High technical and Automatic Machineries (Document No.14)

     Cabinet of Ministers approved the proposal of Hon. Mangala Samaraweera, Minister of Finance and Mass Media, to obtain cabinet approval for the Gazette Notification Published under the Ports and Airports Development Levy Act No 18 of 2011 for 75% concession of Ports & Airports Development levy.

    1. 2018 First Quarterly Report on Public Sector Staff. (Document No.22)

    According to the memorandum submitted by Hon. Mangala Samaraweera, Minister of Finance and Media, 9,851 new employees were recruited to the Public Sector during the first quarter 2018. 7,555 public servants have left the public sector due to retirements, Resignations, Vacation of Post and dismissals. Provincial Councils have employed 7,840 in addition to the approved Carder. The necessity of adapting all Government Sector Institution to a National Wages Policy was also put on view here. Cabinet of Ministers considered the information above and emphasized that the responsibility of recruiting employees in addition to approved carder should be taken by the heads of respective institutions.

     
    • Mix Development Project for Chalmers Granary Land in Pettah (Document No.23)

    Cabinet of ministers has approved to develop Chalmers Granny land as a mix development project. Accordingly, proposals were called and no proposal was received by closing date. According to the discussion held with investors interested on this, Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development has submit a proposal to provide an opportunity to suggest options to pay the value of the land and to introduce a scheme to evaluate such suggestions. Cabinet of Ministers approved the proposal.

     Amendment to Sri Lanka National Freedom From Hunger Campaign Board Act (Document No.28)

    Cabinet of Ministers has granted its approval to update the Sri Lanka National Freedom From Hunger Campaign Board Act No 15 of 1973 and to rename as National Food Promotion Board. The proposal made by Hon Mahinda Amaraweera, Minister of Agriculture to make necessary amendments to the present bill and to gazette it and to submit for cabinet approval.

     
    • Conduct of Two Workshops in Sri Lanka, on “New Production Technology to enhance Agricultural Water Productivity” and Attractive Agricultural Distribution Models”, (Document No.29)

    It has been proposed to conduct Two Workshops on “New Production Technology to enhance Agricultural Water Productivity” and “Attractive Agricultural Distribution Models” organized by Asian Productivity Organization and Ministry of Agriculture. Accordingly Cabinet of Ministers approved the proposal made by Hon. Mahinda Amaraweera, Minister of Agriculture to conduct 5 days workshop from 23.27.2018 to 27.07.2018 on “New Production Technology to enhance Agricultural Water Productivity” and from 17.09.2018 to 21.09.2018 on “Attractive Agricultural Distribution Models” .

     
    • Production Increase of Local Big Onion (Document No.30)

    Cabinet of Ministers approved the proposal put forward by Hon. Mahinda Amaraweera, Minister of Agriculture to purchase 5,000kg of Big Onion Seeds from local Big Onion Seed producers to cultivate new 1,000 Hectares and to purchase more 2,000 kg s and store for the next season and to intervene marketing 1 kg of local big onions from 70/- to Rs.80/- Price and to amend import duty to allow for this.

     Construction of Volleyball and Basketball codes at National Police Academy, Katana (Document No.32)

    Cabinet of Ministers approved the proposal made by Hon. Ranjith Madduma Bandara, Minister of Public Administration, Management and Law & Order to construct a Volleyball code and a Basketball code at National Police Academy at Katana.

    1. Amendments to the Establishment Code to meet the Provisions of Right of Information Act No 12 of 2016 (Document No.33)

    Right of Information Act No.12 of 2016 has been enacted from 03rd February 2017. It is noted that the provisions of Establishment Code are also should be amended to the execution of this act. Accordingly the proposal made by Hon. Ranjith Madduma Bandara, Minister of Public Administration, Management and Law & Order to issue the Circular Instructions drafted for the revision of Part II of Establishment Code, was approved by the cabinet of Ministers considering the advice of Public Service Commission.

     
    • Socialization of "Gramashakthi" Livelyhood Development Program through Model Village Program (Document No.36)

    Cabinet of Ministers approved the proposal of Hon. Sajith Premadasa, Minister of Housing and Constructions to implement "Gramashakthi" Project through Model Village Program in order develop the livelihoods of rural people by collective empowerment.

     
    • Establishment of Educational Institutions for Buddhist "Dasa Sila Matha"(Document No.38)

     Actions has been taken to amend Piriven Education Act No 64 of 1979 to provide necessary assistance to the volunteer institutions that executed for the education of "Dasasil Matha". Cabinet of Ministers approved the proposal of Hon. Akila Viraj Kariyawasam, Minister of Education to register these institutions under the name of "Dasasilmatha Educational Institution" and to provide necessary facilities.

    1. National Hajj Act (Document No.89)

    Around 7000 to 10000 Muslim Devotees apply for Hajj pilgrims each year from Muslim religious and Cultural affairs Department. Since Hajj Pilgrims annual quota is around 3400 , selection of pilgrims and travel agents became difficult. Hence it is necessary to formulate an act to regulate Hajj pilgrimage and cabinet of Ministers has approved proposal made by Hon. M.H.M. Haleem Minister of Postal service and Muslim religious affairs to request legal draftsman to draft a bill on this regard.

     Action Plan for Marketing board of Spices and Related products (Document No.43)

    The cabinet of Ministers has approved an action plan presented by Hon. Daya Gamage, Minister of Primary Industries, on Spices and related product development , Promotion and marketing of such products in local and international markets, Promotion of quality, organic production, technology upliftment and research studies etc. to be done by Marketing Board of Spices and Related Products.

    1. Amendment of Act of The Institute of Personal Management in Sri Lanka No 24 of 1976 (Document No.)

    The institute of Personal Management consist of 1500 professionally qualified fulltime members was established in 1959 and it was incorporated in 1976 under the act no 24 titled Sri Lanka Personal Management Institute. Recently Cabinet of Ministers has approved the proposal to rename this institute as Chartered Personal Management Institute in Sri Lanka. The Cabinet has been approved proposal presented by Hon Raveendra Samaraweera, Minister of Labour and Trade Union Relations to gazette the bill and present the parliament for approval.

     Establishment of Cyclotron machine to operate Pet Scan Machines in Government Hospitals (Document No.)

    A proposal has been presented by of M/s Access International (Pvt)Ltd. to establish Cylotron Machine in Sri Lanka subjected to entering in to a purchasing agreement. Considering the importance of this proposal Cabinet of Ministers approved the proposal presented by Hon. Rajitha Senarathna, Minister of Health , Nutrition and Indigenous Medicine to appoint a negotiation Committee for the assessment and negotiation of the matter.

    1. Procurement of Railway Engines to transport Solid Wastage to Aruwalkkalu area in Puttlam (Document No.54)

    A Sanitary earth filling project has been implemented in Puttlam Aluwakkalu area and under this project the solid wastage is transport form Kelaniya by using 04 railway engines, 34 wagons and 94 containers. Hence cabinet has been approved the proposal made by Hon. Patli Chmpika Ranawaka, Minister of Megapolies and Western Development to purchase 04 railway engine from M/s Dongfang Electric International Corporation for USD 8.27.

     Consultancy service to investigate the constructions and review the plans of Proposed Thalpitigala Reservoir Project (Document No.57)

    The Cabinet of Ministers has been approved the proposal presented by Hon.Duminda Dissanayaka, Minister of Irrigation and aquatic resources to obtain consultancy service from Central Engineering Consultancy Bureau .

     
    • Revision of Tax Acts to provide Tax Concessions (Document No.)

    The cabinet of ministers has been given the approval to amend the act of Value Added Tax, Nation Building Tax and Economic Service Charges to stable maintenance of the Government Revenue. However, it was identified that certain taxes has to be withdrawn on the requests made by certain relevant parties. On the proposal made by Hon. Mangala Samaraweera Minister of Finance and Mass Media the Cabinet of Ministers has approved the   proposal made by Hon. Minister of Finance and Mass Media to  remove the 15% Value Added Tax (VAT) on doctors’ consultation fee, channeling fee and professional charges. The nation Building Tax from constructions which were agreed before the August 1st 2017 and foreign exchange Transactions Unrealized in the central bank.
